Due to the importance of training and development of rules and standards in the growth and improvement of the quality of the country's construction projects, the office of educational-research systems and development of rules and standards has a distinguished position in terms of science, at the national level, and it is the breeder of specialized and cultured employees of the company. In order to achieve the goals of the strategic document, this office has determined its course of action with the two main directions of education and the compilation of rules and standards .

 The training group of this office, as an effective and encouraging group, is trying to meet the professional training needs of the company's employees and while promoting and spreading specialized knowledge, it will improve the skill level of the activists in the field of quality control of construction projects throughout the country.

The rules and standards compilation group of this office intends to take steps in line with the company's macro vision with continuous efforts, dedication and cooperation of other technical departments of the company to facilitate the access of the company's employees to the Latin and Farsi text of the standards and applicable references and at the same time The improvement of technical ability, engineering staff of executive bodies and other factors involved in construction projects across the country should be the basis for conducting new and unique tests with modern and advanced devices and equipment in order to enter the competitive markets in the field of geotechnics and material resistance.

This group works to compile national standards by following up and forming technical commissions composed of company experts, experts from scientific, research, production and economic centers and institutions that are knowledgeable and related to the issue. So far, more than 105 titles of Iran's national standard have been compiled by this group with the informed participation of stakeholders.

• Compilation of educational strategies and development of educational programs and empowerment of company personnel and industry activists for quality control of construction projects.
• Organizing, developing and clarifying all scientific activities with the aim of compiling or modifying national norms and standards and introducing new technologies and making them operational in the field of construction project quality control laboratory services.
• Compilation and updating of guidelines, regulations, technical and specialized criteria and required standards according to international sources and standards and regulations and adapting it to the climatic and operational conditions of the country in the relevant fields.
